Discussion and action on termination of the employment contract between the City of Watauga and Dr. Scott R. Neils, City Manager

3:17:47 Return from Executive Session

The discussion was done in Executive Session.  Here’s the text of the motion upon return from the Executive Session.

“Having received advice from council and factual informations concerning said advice, I move to terminate the employment and the employment agreement effective August 1, 2011 between the City of Watauga, TX and Dr. Scott R. Neils, for the position of City Manager pursuant to section 9 and 10 of said agreement on the basis of violations of the home rule charter and other reasons constituting just cause and that Dr. Scott R. Neils be suspended immediately with full pay and benefits pending further proceedings to be held at a public hearing scheduled for February 5 at 6:30pm and that Dr. Scott R. Neils be provided written notice of the charges forming the basis of the termination signed by the council members bringing said charges and appointing Chief Crawford the Acting City Manager through February 10.”

Seconded by Mike Steele. Vote results at 3:21:24. 6 for, 1 against (Shelbourne), 1 abstain, 0 Absent.

As you could imagine, there’s much I’d like to say about this.  However, in my official duty as a Council member, I am reduced to referring any inquiries to the Public Information Officer:  Marcia Reyna.

    Will a copy of the “written notice of the charges forming the basis of the termination” regarding Dr. Neils be posted online prior to the public hearing”? Will citizens be able to provide input?

      Thank you for your question. Let me see if I can get answers for you.

        The written notice of the charges is available from the City Secretary by filing a Public Information Act request. The supporting documentation will not be made available because it is part of an ongoing investigation.
