CCPD Tax Rate

When it came time for the Public Hearing on the CCPD tax rate, I had much to say. I was very disappointed that we’re spending even more money on vehicles for the PD. I was glad to hear the Chief of Police say that there had been no more work done on the Hummers as he didn’t have the time or manpower to deal with them. I HATE that this city has Hummers.

I also commented that it is interesting to me that Police and the Municipal Court aren’t considered together as part of the same department. They’re different aspects of the same thing. One of the things I marveled at while on Council was that Dr. Neils presented the budget for the Municipal Court saying that expenses were rising and we needed to add more staff to handle it. That doesn’t just happen, it’s because our officers are writing tickets which, for the most part, don’t create any value for the residents. All they do is bog down the Municipal Court and raise a lot of money for the State of Texas.

Ha! While I was talking about that, I pointed out that many of the fees that the Municipal Court administers go to support programs to train police and municipal courts. How is that not a conflict of interest for an officer? Write a ticket, take a training program in Austin. It’s deplorable.

Worse is that our city pays the officers, buys their equipment, sucks up the legal expenses for covering their butts, pays for a municipal court to administer tickets and then the bulk of the money from fees goes to the State.

But, it’s even worse than that! The State then lies about what they’re going to do with the money. Last budget cycle, they took the revenue allocated for trauma centers and rolled it into the general fund. I asked at a TML meeting if they couldn’t be sued for fraud and was told that the laws which create the fees include language stipulating that the funds MAY be used for that cause, but it is ultimately up to the discretion of the Legislature. Jerks!
